How could Chicago mayor Rahm Emanuel NOT have viewed the shooting video before its release?

A week ago, at the press conference preceding the release of the horrifying LaQuan McDonald shooting, Chicago mayor Rahm Emanuel stated that he had not, to that point in time, watched the video. I was incredulous at the time, and it’s bothered me ever since. Then I realized that, other than general disbelief, there is a very significant reason that he can’t possibly be telling the truth. Here’s why:

The city of Chicago agreed to a settlement with the estate of LaQuan McDonald earlier this year. The terms included payment of $5 million, no admission of wrong-doing, and the agreement of the family to not release the video. This settlement was agreed to by the city without a lawsuit even being filed. Why? For no other reason than the existence of the shooting video, which the family had obtained.

Rahm Emanuel, as mayor, would have been responsible for negotiating (through the city attorney, who works for him) the settlement, and signing off on it before it was sent to the city council for approval.

Other than the video, the only evidence in the case that the mayor would have had access to was from the police department, which was uniform and predictable: McDonald lunged at the cop, there was no choice but to shoot, etc. The cops closed ranks after the shooting, as they always do.

So here’s the mayor, with the cops adamant that it was a justified shooting, and the only evidence that it might not have been was a dash-cam video…… 

…..and he signs off on a $5 million settlement without even bothering to see with his own eyes whether the video actually does back up the family’s contentions?

Seriously?

I only see 2 choices here: either Rahm Emanuel is lying or he is totally incompetent. Either way, he really needs to go.
